OPERATIONS & MAINTENANCE PROGRAMMING

The ISES Operations & Maintenance Programming (OMP) package is a blend of familiar consulting services that include Maintenance Program Development and Strategy, Equipment Inventory, Organization Review, and CMMS Mobilization. The services have been arranged with the following goals:


  • Model the specific loads a facility levies on an organization
  • Proactively initialize facility operations & maintenance (O&M)
  • Support funding requests for O&M

 

The ISES OMP has proven to be an effective tool used to attain equitable funding for operating and maintaining facilities, have them fully integrated into Computerized Maintenance Management / Enterprise Asset Management (CMMS/EAMS) applications, and have them ready to maintain prior to occupation by the proper number of people with the right skills.


ISES OMP COMPONENTS

ISES provides detailed estimates and mobilization tools applicable to operating all facilities including complex, state-of-the-art assets that do not fit well into customary operations and maintenance planning practices. Unique architectural and mechanical features are carefully measured and broad-brush or rule-of-thumb methodologies are avoided. The following five components are carefully developed:


  1. Facility Staffing Model: We help you determine the resources required to operate your facility. For the following categories, material costs, labor costs, start-up costs, and the optimal number of full-time equivalent (FTE) employees are determined:

    • Maintenance Shops and Trades
    • Custodial
    • Grounds
    • Waste Management

  2. Equipment Inventory: Building equipment is field-verified and barcoded by experienced professionals. The equipment inventory is the foundation of the facility’s integration into the CMMS/EAMS. The importance of the equipment inventory effort is often minimized. ISES promotes a calculated and scalable approach.
  3. Maintenance Program: Maintenance procedures are selected and customized, as necessary, for all maintainable items in the facility. These procedures include routine, preventive, and predictive maintenance activities. The maintenance program that ISES delivers can be the backbone of any best practice, reliability-centered maintenance philosophy.
  4. CMMS/EAMS Mobilization: All collected and estimated data are delivered in a format that can be easily uploaded into any CMMS / EAMS
  5. Bound Report: All OMP components are summarized in a report that is aimed at fully justifying any funding or resource requests. Our approach is fully outlined both qualitatively and quantitatively.

OTHER APPLICATIONS
The applicability of the ISES OMP is not limited to new construction. The service has been employed to perform the following:

  • Test the validity of current funding levels and methods for existing facility portfolios
  • Develop updated cost and staffing models that can be extrapolated to the existing portfolio as well as the existing components
  • Negotiate the responsibilities of ownership by getting all interested parties around the table in a proactive manner. In the past, this has been performed during the due diligence phase of property acquisitions. With the professionalism and flexibility inherent to the ISES OMP service, it can be extended to serve a wide variety of applications.

VALUE-ADDED SERVICES

The benefits of the ISES OMP do not end at the aforementioned deliverables. Engagement with ISES on an OMP initiative can also aid in the following endeavors:


  • Optimize Usage of CMMS – If your organization currently utilizes a CMMS application, undergoing an OMP will help highlight gaps between the capabilities of the CMMS and you current usage. If your organization currently does not have a CMMS, or utilizes one that is outdated, the OMP can help catalyze the CMMS implementation effort and take it from the concept to specification to implementation to mobilization.
  • Create Maintenance Strategy for Shared / Multi-Use Facilities – The trend in institutional building construction these days seems to be a movement towards mixed-use facilities. Housing, academic, and even hospital departments are often mixed. The ISES OMP helps get representatives from all involved organizations around the table to discuss maintenance strategies and divisions of responsibility.
  • Develop SLAs and RFQs – If a maintenance organization is soliciting their services to a facility owner, the ISES OMP helps define the service level agreements (SLA) needed outline the services provided. This also works in the other direction. If an organization does not have a maintenance group for their facility, the ISES OMP helps them develop the request for quotation (RFQ) as they endeavor to procure outsourced maintenance.
