ISES Corporation began its relationship with the State of Utah, Division of Facilities and Construction Management (DFCM), in 1999. The genesis of the relationship is the requirement by the state legislature to inspect all state-owned facilities every 5 years and report on their condition. Prior to 1999, DFCM was utilizing local architecture and engineering firms to inspect buildings and report on their condition. While the data being reported was accurate, the reports were being provided in paper format, which proved difficult to update and manage.
DFCM realized a need to develop a more structured system of inspecting facilities and managing the data. That is where ISES entered the picture. Utilizing our inspection personnel and our software system, DFCM has now embarked upon a phased program to have all buildings inspected and all resulting data entered into the ISES FCA Software System. This system, with a dynamic link to the state’s computerized maintenance management system, will allow for consistent and accurate reporting to the legislature on the condition of state facilities. The existing database is currently being accessed by the ISES FCA AMS System, making the data available from one end of the state to the other.
To date, ISES personnel have inspected approximately 98% of the state assets. The database system will eventually include more than 36,000,000 GSF. Future plans already include an ongoing facility reinspection and update process, as well as inclusion of the state-owned utility infrastructure systems at various college campuses and state parks. In addition to the facility assessment work being performed, we have also developed a completely new hazardous material inventory component within our software. This system will allow the DFCM to store all hazardous inventory information related to facilities within the same database as the facilities deficiencies.
